Most plastic produce bags take hundreds of years to break down and don't actually ever biodegrade. They photo-degrade, which means they break down into smaller and smaller toxic bits of micro-plastic which get mistaken for food by marine animals.
Some grocery stores do have biodegradable or compostable produce bags, but they are few and far between.
